Finally, a real cowboy, scratch that, a real annoying cowboy. Andy. Spike has finally met his match and it makes him mad. Although Andy is the opposite of Spike in many ways, rich, stupid, clueless, etc., their egos are exactly the same. Spike goes from chasing the bounty to chasing Andy!
Faye shows her strength again as she punches out the Teddy Bomber. She and Jet decided that Spike could hold his own against Andy, and collect the bounty themselves. This humorous episode shows the full interaction of all of Bebop. Ed, Faye, Jet, Spike, and Ein are all working together almost as a family. It is rather touching, because it does not last for much longer.

I think it may be a take-off from Pixar's Toy Story. Andy is the kid owner of Woody, the cowboy. Possibly a parallel between 3D animation and 2d Animation, between Andy and Spike.
Also, the parallels and contrast between Spike and Andy should be taken into account. A cowboy from "the past" and a bounty hunter from "the future" both act really cool, but can be driven to extreme annoyance. Spike is a constant, he stays a bounty hunter, and Andy changes when he loses the competition to be a samurai. The Samurai is also a great contrast to the Cowboy from American and Japanese Culture.
